libini-config-dev software package provides Development files for libini_config, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libini-config-dev
libini-config-dev is installed in your system.
Make ensure the libini-config-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libini-config-dev *
You will get with libini-config-dev package name, version, architecture and description in a table
